CAGAYAN DE ORO CITY- Misamis Oriental now has the capability to produce world class graduates in occupational safety, health and environment following the signing yesterday of a Memorandum of Agreement between leading training advocates in the public and private sector.
The Association of Community Training and Employment Coordinators of Misamis Oriental (ACTECMO, Inc.) signed a Memorandum of Agreement with MSRS Safety, Health and Environment Training Services (MSRS) to jointly undertake the strengthening of Technology Based Community Training Programs, employment facilitation assistance, information dissemination, assistance for the availment of livelihood programs and other employment programs for residents of the province’s various municipalities.
The MOA signing was one of the highlights CTECs 2013 Performance Evaluation and Recognition Ceremony held a local hotel January 29, 2013.

“Eventually, we plan to offer international standard trainings such as ISO 9000, 14001, and OSHAS 18001 and NEBOSH which would qualify our graduates for employment in the various industries not only all over Mindanao but also internationaly,” said Dr. Mario B, Sumalinog, DTE, CE, REE, president and CEO of MSRS.

Under the terms of the agreement, each of the provinces three cities and 23 municipalities are mandated to facilitate a training per quarter for a total of 104 trainings per year at approximately 50 participants per batch.
For the initial three batches trained by MSRS for Lugait PESO/CTEC last November 2013, Dr. Sumalinog said approximately 80 percent of the 150 graduates have already been hired by industries and the local governments in Lugait and Iligan.

“Under DOLE Dept. Order 13, all recruits for employment in industries should have undertaken trainings in occupational safety, health and environment before they are hired,” Dr. Sumalinog added. “This partnership aims to address that need not only for Misamis Oriental but for industries all over Mindanao.”
As an accredited Safety & Health Organization (STO), all MSRS courses offered, include actual industry walkthrough inspections/audits, are mandatory and duly-approved by DOLE’s Occupational Safety and Health Center.
Mr. Patricio P. Parami, Jr., ACTECMO, Inc. President, signed the MOA in behalf of the association and expressed a similar optimism regarding the future of the employment rate in the province.
“Of the seven batches of trainees we had last year for Lugait PESO/CTEC, approximately 70 percent have already found employment,” Mr. Parami said. Each batch consisted of some 50 participants. “Lugait also became the first LGU throughout the country to conduct a PESO-initiated PESO training.”

Mr. Parami said the association has been instrumental in improving in Lugait which now hosts some 19 livelihood groups under the umbrella of the CTEC/PESO. Among the trainings already conducted for the municipality are scaffolding, welding, electrical installation maintenance, computer information technology and safety officers training through MSRS.
MSRS is an OSHC-accredited training provider specializing in the fields of basic occupational safety and health; loss control management; construction safety; safety program audit; industrial hygiene; fire safety; and environmental management. It is the first and only safety, health and environment training organizations in Mindanao accredited with the Department of Labor and Employment.
