An innovative program that aims to deliver a level of satisfaction in excess of consumer expectations will be launched this afternoon, 11 March 2015 at the Passenger Terminal Building of the Philippine Ports Authority at Macabalan Port, Cagayan de Oro.
The program will be officially launched aboard the MV Trans Asia 10 with Atty. Armi Jane Roa-Borje, former NTC Commissioner and author of the OSPAC author, as guest speaker.

Initially conceived as an agency offshoot of the National Telecommunications Communications Commission Order No. 10-3-2001 mandating the creation of a One Stop Public Assistance Center (OSPAC) to assist consumers deal with problems regarding their personal communications, the project has been expanded as the Consumer Welfare and Protection Desk (CWPD).
“Originally, OSPAC sought to address consumers’ complaints and problems with their personal communications such as prank calls, text scams, blocking lost or stolen mobile phones, defective smart phones, to disputes in billing charges of service providers, and poor service and objectionable program content of cable TV providers,” said Engr. Teodoro D. Buenavista, Jr., NTC-10 regional director, who draw up the CWPD concept paper with his staff.
“However, as the Philippines 2nd Most Competitive City and the fastest growing urban center in Mindanao, Cagayan de Oro and its Northern Mindanao are now facing growing pains as it attracts both the good and bad seeking a better life in its booming economy.”
Last 19 December, 2014, the PPA Cagayan de Oro Port Management Office under PM Isidro Butaslac, Jr. hosted a meeting with possible partner agencies and organizations willing to carry the torch of public service under the expanded CWPD program.
Besides the services NTC already sought to deliver under its expanded OSPAC, the various agencies present agreed to pitch in to provide assistance for stranded passengers and launch an Information-Education-
Besides NTC, other agencies and organizations which have signed up to jointly implement the CWPD are the Philippine Ports Authority, Maritime Industry Authority, Department of Trade and Industry, PhilHealth, Bureau of Internal Revenue, Philippine Coast Guard; Office of the Provincial Governor, Misamis Oriental; Regional Association of Government Communicators; Kapisanan ng mga Brodkaster sa Pilipinas and Department of Agriculture.
